Stephen Glynn

Stephen Glynn is the Senior Managing Director of Evercrest and a recognised international authority on financial services regulation and the development of international financial centres. With more than 30 years’ experience working with regulators, governments and financial institutions, Stephen advises on the design and implementation of regulatory frameworks, governance structures and supervisory systems that enable financial markets to attract capital while maintaining strong regulatory integrity.

Stephen has held senior leadership roles within globally recognised financial centres, including responsibility for establishing a purpose-built financial regulator and leading enforcement and regulatory oversight within a mature international financial centre. His work focuses on regulatory architecture, institutional design and capital market development, supporting jurisdictions in aligning with international standards while remaining effective within their domestic legal and economic context.

He regularly advises governments and senior policymakers on the strategic development of international financial centres and sustainable finance frameworks. Through this work, Stephen supports the creation of financial ecosystems that are internationally credible, operationally robust and capable of supporting long-term economic growth.
