Richard Humphrey is a Senior Advisor in Evercrest’s Regulatory Architecture & Governance practice and a senior legislative drafting specialist with more than 30 years’ experience developing statutory and regulatory frameworks across common law jurisdictions.

Richard has held senior legislative counsel roles within national governments and international financial centre regulators, contributing to the drafting of primary legislation, prudential rules and regulatory instruments supporting financial services and capital markets regulation. His work has focused on major legislative reforms, financial services rulebooks and licensing regimes during periods of significant regulatory development.

He brings deep expertise in legislative design and statutory interpretation, ensuring complex regulatory concepts are translated into clear, coherent and enforceable legal frameworks. His work supports the development of legislation that is legally robust, internally consistent and capable of effective implementation and supervision.
