Manuel Macasaet is a Senior Advisor of Evercrest Advisory and a senior legislative counsel with more than 30 years’ experience in statutory drafting and regulatory framework design across government and financial regulatory environments.

Manuel has held senior legislative drafting roles within government and international financial centre regulators, contributing to the development of primary legislation, regulatory rulebooks and legal frameworks governing financial services, banking, insurance and financial crime compliance. His work has supported the establishment and evolution of regulatory regimes during periods of significant legislative and institutional development.

He specialises in translating complex policy objectives into clear, structured and operational legal frameworks. Drawing on experience across both common law and civil law systems, Manuel brings strong comparative legal insight and a disciplined drafting approach to the development of legislation and regulatory regimes.
